ULEZ and Used Cars: What London & Essex Buyers Need to Know

What changed in August 2023

ULEZ began in central London in 2019, expanded to the North and South Circular roads in 2021, and on 29 August 2023 expanded again to cover every London borough. That final expansion is the one that matters for our customers: the zone now reaches the whole of Havering and stops only at the Greater London boundary, so an address in Rainham is inside the zone while one in Grays or Brentwood is outside it.

The £110m scrappage scheme that helped Londoners replace non-compliant cars has since closed to new applications, so for most buyers the practical answer is no longer 'scrap and claim' — it's simply to buy a compliant car in the first place. ULEZ is also separate from the Congestion Charge, and separate from the Clean Air Zones that cities like Birmingham, Bristol and Bradford run under their own rules.

The compliance rules in plain English

ULEZ is based on the engine's emissions standard, not the car's age — but age is a reliable shortcut for the vast majority of cars:

• Petrol cars: must meet Euro 4 — broadly anything first registered from January 2006 onwards complies, and many from 2001–2005 do too.
• Diesel cars: must meet Euro 6 — broadly anything first registered from September 2015 onwards complies. Older diesels usually don't.
• Hybrids follow the same petrol or diesel rule as their engine; a petrol hybrid from 2006 on is fine.
• Fully electric cars are always compliant, and pay nothing.
• The charge is £12.50 per day, midnight to midnight, every day of the year except Christmas Day — so two days of driving a non-compliant car costs more than most tanks of fuel.
• The only answer that counts is TfL's official vehicle checker — enter the registration and it tells you definitively.

Which used cars are usually compliant

You don't need a brand-new car to beat ULEZ — plenty of sensible, affordable used cars comply comfortably. As a guide, these are the sort of cars that are almost always fine:

• Petrol superminis and hatchbacks from 2006 on — Ford Fiesta and Focus, Volkswagen Polo and Golf, Vauxhall Corsa, Toyota Yaris, Kia and Hyundai petrols.
• Petrol family SUVs and estates from 2006 on — the same Euro 4 rule applies whatever the body style.
• Euro 6 diesels from late 2015 on — most diesels badged 'Euro 6', 'Bluemotion', 'BlueHDi', 'CDI' or 'EcoBlue' from that period comply, which suits high-mileage drivers who still want a diesel.
• Any hybrid or electric car — Toyota and Lexus hybrids, and every EV, are compliant.

The £12.50 maths: when a 'cheaper' car costs more

This is the trap worth understanding. A non-compliant pre-2015 diesel is often noticeably cheaper to buy — but if you live or work anywhere in Greater London, £12.50 a day adds up fast. Drive it into the zone five days a week and that's about £270 a month, or over £3,000 a year, on top of fuel and everything else.

So a £1,500 saving on the purchase price is wiped out in roughly 120 days of commuting. Over three years of ownership, choosing the compliant car is usually thousands of pounds cheaper overall, even though it costs a little more up front. The only time the cheaper non-compliant car wins is if you genuinely never enter the zone.

How to check any car before you buy

Never take 'it's ULEZ fine' on trust, even from a dealer. It takes about thirty seconds to verify for certain:

• Run the registration through TfL's vehicle checker (search 'TfL ULEZ checker') — it gives a yes/no answer for that exact car.
• Cross-check the first-registration date on the V5C logbook against the petrol/diesel rules above.
• Watch early-2015 diesels especially — a diesel registered before September 2015 is often only Euro 5 and fails, even though the model year looks recent.
• Grey imports and some special editions can differ from the standard UK car, so always trust the checker over the model year.

Living on the border: Rainham, Havering and Essex
