ULEZ and Used Cars: What London & Essex Buyers Need to Know

Since August 2023 the Ultra Low Emission Zone covers all of Greater London — including Havering, Rainham and right up to the Essex border. If you drive into or around London, ULEZ compliance is now one of the first things to check on any used car, because a non-compliant car costs £12.50 every single day you use it in the zone.

The compliance rules in plain English

ULEZ is based on emissions standards, not age — but age is a reliable shortcut for most cars:

  • Petrol cars: must meet Euro 4 — broadly anything first registered from 2006 onwards complies, and many from 2001–2005 do too.
  • Diesel cars: must meet Euro 6 — broadly anything first registered from September 2015 onwards complies. Older diesels usually don't.
  • Hybrids follow the same petrol/diesel rules as their engine; pure electric cars are always compliant.
  • The only answer that counts is TfL's official vehicle checker — enter the registration and it tells you definitively.

What this means for prices

Compliance has split the used market. Pre-2015 diesels are noticeably cheaper to buy — but if you live or work anywhere in Greater London, £12.50 a day swallows that saving within months. A £1,500 discount disappears in 120 days of driving.

The flip side: if you genuinely never enter the zone — and remember it now reaches Rainham, Romford and Upminster — a non-compliant diesel can be a bargain. Be honest about your driving before you chase one.

How to check before you buy

Never take 'it's ULEZ fine' on trust, even from a dealer. It takes thirty seconds to verify:

  • Run the registration through TfL's vehicle checker (search 'TfL ULEZ checker').
  • Cross-check the first-registration date on the V5C against the rules above.
  • Watch for early-2015 diesels — registered before September, many are Euro 5 and fail.
  • Imports can differ from UK-market equivalents; always use the checker rather than the model year.
